Yes, Indian citizens holding a valid Schengen, USA, UK or Ireland visa or residence permit can get a Turkey e-visa for tourism purposes. The e-visa must be obtained before travelling, and the application is completely online.
Indians ineligible for Turkey e-visas must apply for a traditional Turkey visa (i.e., sticker visa) at the nearest Turkish embassy or consulate.
